Part 7 is not a long epilogue. The city already exists, and now it has to choose what kind of life it wants.
The central conflict is values, not another base-in-danger plot.
The question is whether a city strong enough to close its gates still chooses to open them.
## Opening physical state
* The city exists and functions after the Part 6 transformation.
* The gate system, clinics, stores, docks, school, farm, faith/culture spaces, and rescue convoys are active or becoming formal.
