Chapter 199, The Older Generation Returns

General role: The mature city receives family traces and survivor-community contact through relay routes. This is not the first return of Karen, Holly, Joyce, Lucas's mother, or Dustin's grandmother; they already returned in Part 6.

Receives: Chapter 198 prepares the city physically and emotionally for a family wave.

Must preserve: city systems must stay physical; core couples must remain emotionally visible; children, animals, food, water, gates, injuries, roads, rescue routes, and living-world danger cannot disappear because the chapter has theme.

Handoff: Chapter 200 receives both joy and delayed grief, because family return also names who did not make it.
