Chapter 185, Root / Shaw Absorption

General role: Absorb Root and Shaw into city life without sanding them smooth. The plot line is practice versus morals, shortcuts versus civic restraint, and whether efficiency can become cruelty by another name.

Receives: Chapter 184 leaves the city altered by contact with a different survival logic.

Must preserve: city systems must stay physical; core couples must remain emotionally visible; children, animals, food, water, gates, injuries, roads, rescue routes, and living-world danger cannot disappear because the chapter has theme.

Handoff: Chapter 186 receives a city already wrestling with the cost of openness before Catra and Adora arrive with a different kind of damage.
